迪兹瓦矿业股份有限公司就物业服务外包合同进行公开招标，请投标人对下列包件进行密封投标。

SOCIETE MINIERE DE DEZIWA SAS is carrying out the international competitive bidding and soliciting sealed documents from the Bidders for bidding for outsourcing contract of property services.

La SOCIETE MINIERE DE DEZIWA SAS lance l'appel d'offres international et sollicite des offres scellées auprès des soumissionnaires pour le contrats d’externalisation des services immobiliers.

1) 投标人必须是具有独立承担民事责任能力的在公司注册国的法人或其委托的代表，注册资金或固定资金在10美元以上；

1) The Bidder shall be a legal entity in its country of registration or its entrusted representative having the capability of assuming independently civil liabilities, with the registered capital or fixed capital more than US$ 1 0;

1) Le soumissionnaire doit être une entité juridique dans son pays d'enregistrement ou son représentant mandaté ayant la capacité d'assumer des responsabilités civiles indépendantes, avec le capital social ou le capital fixe supérieur à 1 0 de US$;

2) 具有非洲同地区类似业绩；

2) Have the performance that is equivalent to the materials required by the tender document in Africa;

2) avoir des expériencess similaires dans des régions similaires en Afrique;

3) 具有良好的信誉及履行合同的能力，资金财务状况良好；没有处于被责令停业，投标资格被取消，财产被接管、冻结，破产状态；

3) Have the good reputation and contract performance capacity, and good capital and financial conditions. The company is not ordered to suspend business, the bidding qualification is not canceled, and no property is taken over, frozen and going into bankruptcy proceedings;

3) Avoir la bonne réputation et la capacité d'exécution du contrat, et de bonnes situations financières et de capital. La société n'est pas condamnée à suspendre ses activités, la qualification de l'appel d'offres n'est pas annulée et aucun bien n'est séquestré, bloqué et la société n’est pas à l’état de faillite;

4) 在最近三年内没有骗取中标和严重违约引起的诉讼问题；

4) Neither win the bid through fraud, nor have the serious breach of contract and litigation problems in recent three years;

4) ne pas avoir remporté l'offre par fraude, ni avoir de litige suite aux graves problèmes de violation de contrat au cours des trois dernières années;

5) 投标人的资质证书中法人单位名称须和投标人营业执照名称相同，若名称不一致时应提供必要的澄清文件，但必须保证资质证书中的名称和营业执照名称实质上为同一个企业；

5) In the qualification certificate of the Bidder, the entity name of the legal person must be the same name provided in the business license of the Bidder. If not so, the necessary clarification documents must be provided. However, it must ensure that the name provided in the qualification certificate and the name provided in the business license must be the same enterprise in essence;

5) Dans le certificat de qualification du soumissionnaire, le nom de l'entité de la personne morale doit être le même que celui indiqué dans la licence d’exploitation du soumissionnaire. Sinon, les documents de clarification nécessaires doivent être fournis. Cependant, il doit veiller à ce que le nom fourni dans le certificat de qualification et le nom fourni dans la licence d’exploitation soient essentiellement la même entreprise;

6) 本项目不接受联合体投标，投标人必须向招标人购买招标文件并登记备案，未向招标人购买招标文件并登记备案的潜在投标人均无资格参加本次投标；

6) The project does not accept the bidding of consortium, and the Bidder must purchase the tender documents from the Employer and conduct the registration and record. If not so, the potential Bidder will not have the qualification to participate in this bidding;

6) Le projet n'accepte pas les offres du groupement, et le soumissionnaire doit acheter le dossier d'appel d'offres auprès de l'employeur et procéder à l'enregistrement et à la prise d’acte. Sinon, le soumissionnaire potentiel n'aura pas la qualification pour participer à cet appel d'offres;

7) 投标人应遵守《中华人民共和国招标投标法》及其它相关的刚果金法律和法规。

7) The Bidder shall comply with the Law of the People's Republic of China on Tenders and Bids and other relevant laws and regulations in the Democratic Republic of the Congo.

7) Le soumissionnaire doit se conformer à la loi sur les appels d'offres de la République populaire de Chine et les autres lois et réglementations pertinentes de la République démocratique du Congo.

8）本项目未经允许不得进行转包，一经发现招标方有权取消中标人的资格并追究责任；

8) The Project may not be subcontracted without approval. Once such a case is found, the Employer has the right to disqualify the successful bidder and investigate the responsibility.

8) Le projet ne peut être sous-traité sans approbation. Une fois qu'un tel cas est constaté, l'Employeur a le droit de disqualifier le soumissionnaire retenu et d'enquêter sur la responsabilité.

5. 招标文件的发售：

招标文件由招标代理人将电子版发送至各邀请单位邮箱（不提供纸质版），投标人应在开标时间截止前现场支付标书费，招标文件每份售价为200美元，未支付标书费的投标人的投标文件将被拒绝接受。

The tender agent will send the electronic version of the bidding materials to the mailbox of each inviting unit (the paper version is not provided). The bidder shall pay the bidding fee on-site before the deadline for bid opening. Bidding documents will be sold for $200 each and will be rejected by bidders who do not pay the bid fee.

L'agent d'appel d'offres enverra la version électronique du dossier d'appel d'offres au courriel de chaque soumissionnaire invité (la version papier n'est pas fournie). Le soumissionnaire doit payer les frais sur place avant la date limite d'ouverture des offres. Le dossier d'appel d'offres sera vendu à 200 $ chacun et les offres des soumissionnaires qui ne paient pas les frais de soumission seront rejetées.

所有投标文件应于2023年6月15日上午09:30（卢本巴西时间）前递交至刚果金迪兹瓦矿业股份有限公司。逾期收到的投标文件恕不接受。

All bids shall be submitted to the site of SOCIETE MINIERE DE DEZIWA SAS in the Democratic Republic of the Congo before 09:30 a.m., June 15, 2023 (LUBUMBASHI TIME UTC +2 (CAT)). The late bids will be rejected.

Toutes les offres doivent être soumises sur site de la SOCIETE MINIERE DE DEZIWA SAS en République Démocratique du Congo avant 09h30, le 15 juin 2023 (HEURE LUBUMBASHI UTC +2 (CAT)). Les offres tardives seront rejetées.

收到招标文件后如有意向参加此次投标的公司，请将加盖公章的应标确认书（格式详见附件）扫描后及word版发到我公司指定邮箱。

The company intending to participate into the bidding procedure after receiving the Bidding Documents shall send the scanned copy and word version of the Acknowledge for Response (with the format as detailed in the Annex) affixed its official seal to our specified mailbox.
